One rule: measure capacity first, fund it, and where capacity is certified, the answer is yes. Three levels of law to make it stick — each rung making the next one possible.
Give cities lawful tools they can actually use
Cities have more authority here than they're often told. They set their own objective health-and-safety standards — and we give them the model ordinances and legal footing to use it with confidence: clear, consistent rules that protect residents and give builders the certainty to plan.
Put an enforceable standard behind the law on the books
California already requires cities to weigh evacuation constraints — but with no real standard to enforce. We're building the case for a bill that gives that requirement teeth, and gives local governments the state-level cover they've told us they need.
Bind the rule at the highest level
The summit of the work — the Balanced Housing Initiative: a constitutional guarantee that the state may not mandate growth without first measuring the capacity to support it and funding the infrastructure to build it. A statute can be waived by the next session. This can't.
